Background

On 24 February 2022 Russia launched a full-scale military invasion of Ukraine. In an address to the nation on that day, the Prime Minister said that the UK would work with allies “to ensure that the sovereignty and independence of Ukraine is restored”. The government has made a series of pledges of military support for Ukraine since the invasion, totalling £7.6 billion up to March 2025. Working with other countries, the Ministry of Defence (MoD) has supplied military equipment and provided training for the Ukrainian armed forces.

Our report will provide a record of the UK’s contributions to the Ukrainian war effort. It will allow parliamentary scrutiny of MoD’s approach, including impacts on the UK’s own military equipment stocks.

Scope

Our report will examine:

  • the size, scope and value of support that MoD is providing to Ukraine
  • the financial management and other arrangements that MoD has established to govern its support of Ukraine
