This report provides an overview of how the NAO’s work provides assurance on good governance and propriety. It also provides references to guidance from HM Treasury and others about what is expected of government.

Good governance is central to the effective operation of government. Government lists the following as characteristics of good governance that departments should follow:

  • leadership
  • effectiveness
  • accountability
  • sustainability

Good governance requires high standards of propriety. Propriety means meeting high standards of public conduct, including robust governance and the relevant parliamentary expectations, especially transparency.

By bringing out themes from our work, this report is intended to support the Public Administration and Constitutional Affairs Committee, the Committee of Public Accounts, and Members across the House in their examination of governance and propriety. It should also be helpful for stakeholders within departments, such as senior officials, members of audit and risk assurance committees and non-executive directors.
